The Jaguars' inactives are as expected.

That means they will be without their starting center and a starting wide receiver – and without quarterback Gardner Minshew II for a second consecutive week.

Minshew, who will miss a second consecutive game with a thumb injury, was among seven Jaguars players officially made inactive Sunday 90 minutes before kickoff of their game against the Green Bay Packers at Lambeau Field in Green Bay, Wis.

Center Brandon Linder and rookie wide receiver Laviska Shenault Jr. also were made inactive – Linder with a back injury and Shenault with a hamstring injury. All three players were officially ruled out Friday afternoon.

The Jaguars other inactive players for Sunday: Linebacker Dakota Allen (ankle), running back Devine Ozigbo (hamstring), rookie defensive tackle Doug Costin (concussion) and rookie cornerback Luq Barcoo.

Rookie Jake Luton will make a second consecutive start at quarterback in place of Minshew with Tyler Shatley expected to start at center for Linder and Chris Conley expected to start for Shenault.
