The Jacksonville Jaguars signed rookie guard Julius Franklin, who had attended the Jaguars mini-camp as a workout player. The Jaguars also waived undrafted rookies offensive tackle L.V. Hill and tight end Neal Philpot.

Franklin, 23, was a four-year starter at offensive tackle at Bethune-Cookman. The 6-3, 316-pound lineman earned All-Conference honors as a junior while not allowing any sacks in a two-year period.
